Dr. Edwin J. Vieira, Jr. has a lot of
answers in his brilliant lecture entitled
"Return to Constitutional Money," in the
Supreme Law Library at URL:

Vieira was on the President's Gold Commission,
and he has the credentials to prove that he
knows what he is talking about.

One solution is for Congress to recall all
Federal Reserve Notes, and to exchange them
one-for-one with U.S. Notes, which Congress
authorizes withOUT the creation of any 
interest.  Piece of cake, actually.  However,
when Jack Kennedy authorized the same, he 
ended up with a high-velocity bullet in his
head.
