Doug and Friends,

When we sent a Freedom of Information Act ("FOIA")
request to the U.S. Treasury Department, for 
all records of the Performance Management
and Recognition System ("PMRS"), Mr. Zolton
wrote back to say that many awards had no 
records, because the payments were paid in
cash!  CASH!!  Now, does this not raise the
specter of widespread federal income tax
evasion by a large number of federal employees
who have received these cash "awards" (read 
"kick-backs")?  For more information, read

Maybe it's time we subpoena Mr. Zolton, yes?
