Dot,
I am relying upon the published decision
in Pierson v. Ray (I believe it was), in
which a dissenting Supreme Court Justice
excoriated the majority for re-defining
the meaning of "person" in the Civil Rights Act.
(Please correct me if I am wrong about the
exact citation to Pierson v. Ray, 386 U.S.
547; I am sure about the substance.)
Congress specifically *intended* to include
judges within the meaning of this term,
because of the rampant criminal misconduct
of many southern judges, some of whom
were involved in criminal conduct off the bench
as well, e.g. as raving lynch mobs and arsonists.
The intent of any law is the law, judicial activism
notwithstanding.
