See also 18 U.S.C. 1512. Notice that sections
1513 and 1512 extend the application of these
two statutes outside federal jurisdiction, e.g.
"(g) There is extraterritorial Federal jurisdiction
over an offense under this section."
[18 U.S.C. 1512(g)]
I interpret these extraterritorial qualifiers
to mean that these two statutes can be enforced
outside the federal zone and inside the state zone.
1513, in particular, is very clear about including
"a witness or party at an official proceeding."
I am a party in the case of People of the United States
of America ex rel. Paul Andrew Mitchell v. United States
et al., DCUS, Billings, Montana state.
I am also a party in other litigation,
and I have testified in both state and federal
courts, most notably In re: Grand Jury Subpoena
Served on New Life Health Center Company, USDC
case number GJ-95-1-6, Tucson, Arizona state.
I take these two statutes to mean that your statements
under oath, before a federal court, renders you a federal
witness.
