Hi Alfred,

It is a book, the full title of which is:
"The Federal Zone: Cracking the Code of Internal Revenue."
That book is available in electronic form, and also in
hard copy via special order.

In lower case, the term "federal zone" is the territory
over which Congress has exclusive legislative jurisdiction.
It is the blue field, as opposed to the stars, on the
American flag (although the "stars" occupy more space).
All municipal legislation of Congress is confined to the
federal zone, and to the citizens of that zone.

Justice Kennedy was the first to adopt this term, in his
concurring opinion in U.S. v. Lopez (1995).  Since Lopez, 
I am very proud, and happy, to say that the term now has a 
permanent place in the history of American constitutional
jurisprudence.
