part of the law of every State as its own local laws
and Constitution. This is a fundamental principle
in our system of complex national policy."

This decision by the U.S. Supreme Court was issued
some 15 years after the end of the Civil War, and
12 years after the adoption of the so-called 14th
amendment [sic]. I don't see any references here
to martial rule, martial law, or secret bankruptcies.
