you find tuning parameters for Winsock.  

I tried the new settings, and 
things appear to work faster,
particularly with Netscape.

Here are the key settings:

MTU = 1152
Demand Load Timeout = 5
TCP RWIN = 4096
TCP MSS  = 1024
TCP RTO MAX  =  60

Hardware Handshake:  enabled
Van Jacobson CSLIP compression:  enabled

These are all highlighted in yellow
