I do not specialize in state individual
income taxes.  Richard McDonald should
be able to help you.  I am working up
to a general-purpose removal of all
state cases into the District Court of
the United States, because the de facto
State governments have accommodated the
federal bankruptcy of 1933, and thereby
subordinated themselves to the District 
of Columbia.  There is your federal
