part of the evidence is found on the
green return receipt card:  the word
"domestic" is found in the lower
right-hand corner.  In municipal law,
"domestic" means "inside the federal
zone" or "inside the areas over which
Congress has exclusive legislative
jurisdiction."  That's part of the
story.  I have more, if you need it.
