Yes, it is possible to inquire,
but Congress exempted themselves
from the Freedom of Information
Act, and this matter (definition
of "State") is a white hot potato
right now.  They will probably
ignore you.  I don't have the CRS
address, but you can get it by
calling the Capitol Switchboard
in D.C.
