I was an IRS auditor 1986-1997. Any zero return, Irwin's or anybody else's will be assessed a $500 frivolous return penalty when it is received at the Service Center. The assessment is done by clerical workers. The friviolous return penalty is different from audit penalties, which can be appealed before payment. I advise against filing any zero return. There are problems in the IRS, yes, (see my site www.ixpres.com/lancewill), but zero returns are not a good way to address them.
