In the EEOC manual entitled "Laws Enforced by the U.S. Equal Employment Opportunity Commission," page 1, bottom of left column, is the statement:
"(b)(1) the United States, a corporation wholly owned by the government of the United States, ....."
Now, on to the second part of the question, really to continue on the first part: Try a FOIA to the Secretary of State at the District of Columbia asking for documents showing the forming of the United States as a corporation.
Ah. Now the second part, "Was it legal?" We figure it was plenty "legal" in that all the right process was probably followed. Whether it was Lawful or not, we don't want to guess. (There is a world of difference.)
