I take it for granted that you have shown hime the law 3402(n) and circular "e". If he will not do the right thingafter you have shown him the law and told him," look I have obeyed the law now you just do the same," you have no alternative but to sue him in small claims court and you will win. Even Judges give in to the fact that a third party has no right to turn over property with out a court order, (Due Process of Law). Have you asked your employer, "Does the government have the right to pass a law making my 'labor' theirs? Wouldn't that make me a slave?
