: We're still looking for the law that requires private users of motor cars to get a Driver's license in order to use that car. This search is being conducted in California. We've exhausted library research and direct questions at the DMV. Now we're working under the CPRA (Calif. Public Records Act), same as Federal FOIA. So far, no response, an the time is ticking down to T:-0. Tick-tock... Boom! We already know the law doesn't exist, and we know that the Cal.Regs. don't qualify most people to even lawfully apply unless they are from the corporate U.S. or are foreign born immigrants.
: Oh well..... guess we're in for a long siege and campaign. We've got municipalities that summarily steal cars from ALL unlicensed "Operators" of "Motor Vehicles" on the basis of some nubulous Zero Tolerance 'Policy'.
