Are you talking about proper English grammar as used by the English based Christians or today's modern ENGLISH.
Just show me a proper English rule of grammar that describes words all letters in uppercase.
Show me a valid law, rule or regulation with an initial or a word in all uppercase letters (not the name or title).
And we are talking about the NAMES + Titles on GOV. forms and the such, not the text of the law, rule or regulation.
Try reading the "We the People" constitution and check it for initials or all uppercase lettered words.
Grammar can change the contex of a word from a proper noun to a legal fiction.
Are all the lawyers + judges crooks + frauds in your asumptive mind.
There is is higher learning of law than an 8th grade constitution class.
