From a copy of the "Constitution of the State of Washington"
not certified, provided by the office of the Code Reviser:

Article II, paragraph 18:
STYLE OF LAWS.
The style of the laws of the state shall be:
"Be it enacted by the Legislature of the State of Washington.[period]"
And no laws shall be enacted except by bill.

From a reprint of
LAWS, EXTRAORDINARY SESSION, 1967
also not certified:

[House Bill No. 860]

"Be it enacted by the Legislature of the State of Washington:[colon]"

So was this bill passed under that constitution?
