28 U.S.C. 1746(1) is the proper format
for verifications under penalty of perjury,
executed "without the United States" [sic]
(read "outside the federal zone").

28 U.S.C. 1746(2) is the proper format
for verifications under penalty of perjury,
executed "within the United States" [sic]
(read "inside the federal zone").

The latter is the form used on IRS Form 1040.!

If you are nervous about Title 28, as such,
then pull the precise Act of Congress
from the Statutes at Large, and cite it
using the "Stat." convention.

Any lawful Act of Congress is supreme Law,
pursuant to the Supremacy Clause.
