In the context of municipal law, the
Union states are "foreign" with respect
to each other, just as they are "foreign"
with respect to the municipal jurisdiction
of the District of Columbia.

Pending Final Resolution of Challenge
to Jury Selection and Service Act,
contain a number of bibliographic authorities
for this "foreign" character of municipal
laws in America.
Therefore, USPS Publication #221 is the
correct place to find the format for
"foreign addresses" [sic].
