At the URL below, Lincoln's advisor set's the tone and standard of Lincoln's "supreme law". This advice and practice did not cease with the flagrant bellum, but continued well past the passage of the 14 Amendment. Apparently, Lincoln took it to heart, and Congress followed suit. Remember, when Johnson wanted Restoration, Congress wanted Reconstruction. If the U.S. Constitution was "supreme", then why reconstruct new states, when they had already been restored by Johnson?
