Don't you mean the "State of West Virginia".
The federal administrative agency of martial law.
You know; the federal political subdivision of the occuppying alien enemy defacto statutorily created foreign corporation AKA THE UNITED STATES OF AMERICA. (F.P.S.O.A.E.D.S.C.F.C. AKA USA)
(I left out jackbooted masonic devil worshipers!)
