It is a cardinal rule of written instruments,
however, that their interpretation must never
change, because the terms used therein have
perpetual, unchanging meaning.

And this cardinal rule is never more pertinent
than it is when we construct the Constitution
for the United States of America.

For authority, see the Application for Leave
to File Enlarged Brief in USA v. Gilbertson.

Use as editor to search for "cardinal".
