"Private international law" and "municipal law"
are synonymous terms. Likewise, in the
context of municipal law, the terms "nation",
"state" and "country" are also synonymous.


Thus, the term "Internal" in the Internal
Revenue Code, means "municipal".

See 28 U.S.C. 297 where Congress refers to the
several states as "countries".

"Public international law" is something else again.
Different terminology rules in that context.
