These codes probably should have been specifically asked for in the original FOIA/PA request. However, all is not lost. Just send another request to the same disclosure location referencing your FOIA/PA under their control number and ask for (demand) the interpretation of these codes.
We can say the the 9000 on the PIA is a new one. Ours is under excises - activities required to register. Below that are numerous sub-codes relating to firearms manufacturing and importing. Never knew we were a "gun runner" before....
When you ask for the interpretation of those codes, be specific. Also, explicitly specify the ten-day deadline and send the appeal immediately if you don't see the answer in fifteen days. The apeal is sent to a diferent location which is in D.C.
As to buying the 6209 manual, we have laying around here someplace a copy of an answer to an appeal that says the cost of that manual is about $65.00. However, once you get it, you still have the challenge of wading through it to try to use it. There should be a copy at the Reading Room of the local IRS office (assuming you have a "local" office).
