Somebody correct me if I'm wrong, but I heard that flying the stripes horizontally showed we were at war, that the flag was considered a military "standard,"
and that the court was showing it kow towed to the federal gummint by displaying this flag. A flag hung with the stripes vertical, was considered a "banner,"
not a standard. Perhaps this is why the US Army has the say over how the current flag is treated?
From what I've heard, the manner of display of the flag as well as the fringe shows the jurisdiction of the court, and this may have some bearing on the
legitimacy of a verdict offered in that court. You wouldn't try a murder case in a divorce court anymore than you'd try a tax case in a military or admiralty court.
There is some point in the process of presenting some court cases where you assign jurisdiction and authority t the presiding judge. If there was no question of authority,
why bother assigning it?
