Read the text at leginfo. The beauty of the initiative is in it's wording. The sovereign people of the state of Washington
does it to themselves. This is not a bill passed by the legislature of the State of Washington. And this initiative text does
not reference the "We, the people of the State of Washington" 1889 Constitution.
