: : : The flag with the yellow fring is an Executive flag of the President of the U.S. [not of America] in an Article Two Court under War Powers; that is why it is called United States District Court and not The District Court of the United States-which is the designated court siting in Admiralty Law. The only jurisdiction granted to the judiciary by the several States was Admiralty; all other law is federal or administravtive law - they try to bring Citizens and citizens into their jurisdiction by concent of the parties.... That is why special appearance is still found in the admiralty rules if you know where to find it.....
