4. BID OPENING – Public Works (Robb Paul)
Bid Opening for the paving of Melrose Road – Conn Ford Bridge to
Melrose School project. Project includes grinding and paving the travel
lanes for 1.8 miles of Melrose Road from immediately west of Conn Ford
Bridge to immediately west of Melrose school.
5. BID OPENING – Fleet Services (Robb Paul)
Bid Opening for one (1) new full size ¾ ton, four wheel drive crew
cab pickup with a long wide box for the Sheriff’s Department . The
vehicle will be used by the new tribal lands deputy.
6. PUBLIC HEARING – County Counsel (Paul Meyer)
The Colorado Health Facilities Authority is proposing to issue
tax-exempt bonds, a portion of which will be used in Douglas County for
facilities associated with Catholic Health Initiatives and Mercy Medical
Center and their affiliates. A public hearing is part of the bond
issuance process in order to give interested citizens the opportunity to
express their views on the matter.
7. PUBLIC HEARING – Douglas County Budget for Fiscal Year 2016-17 (Jessica Hansen)
Public Hearing to discuss the 2016-17 Budget as approved by the
Budget Committee on May 17, 2016. The Financial Summary and notice of
hearing was published June 15, 2016.
8. PUBLIC HEARING – Transfer of Sutherlin Sanitary Service to Sutherlin Sanitary Acquisition, LLC (Robb Paul)
Public Hearing for Order approving transfer of solid waste
collection and recycling franchise from Sutherlin Sanitary Service to
Sutherlin Sanitary Acquisition, LLC.
9. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract with Floor’s By Design, Inc. to provide flooring for the
Parole and Probation Office remodel project. The funds for the flooring
will be paid for by the State, no County funds will be used. Cost:
$87,000.
10. COUNTY COUNSEL – Order Approving Ballot Title (Paul Meyer)
At the close of the second public hearing on the formation of the
library district, the Board of Commissioners determined to send the
matter forward to the November 8, 2016 general election. Today’s Order
adopts the text of the Ballot Title for the election (Caption, Question,
and Summary). The Question that will appear on the ballot is: “Shall
the (Library) district be formed with a permanent rate limit for
operating taxes of $0.44 per $1000 of assessed value?”
11. HUMAN RESOURCES – Contract Extension (Michael Kurtz)
Contract Extension with the county’s third-party workers’
compensation claim administrator, Corvel Corporation. Extends Contract
to June 30, 2017 and makes changes to the fee schedule.
12. MANAGEMENT & FINANCE – Fiscal Year 2016 Supplemental Budget Adjustment (Jessica Hansen)
There is a need to increase revenues and expenditures as well as a
need to make adjustment in certain appropriations within General Fund,
Law Library Fund, Dog Control Fund, County Fair Board Fund, County
Forest Management Fund, Health & Social Services Fund, Public Safety
Fund and Solid Waste Fund.
13. PUBLIC WORKS – Contract Extension (Robb Paul)
Tenth Contract Extension with C.F. Malm Engineers, LLC to provide an
extended warranty for the Supervisory Control and Data Acquisition
(SCADA) system installed at Galesville Dam.
14. PUBLIC WORKS – Contract Extension (Robb Paul)
Third Contract Extension with C.F. Malm Engineers, LLC to provide
hydropower plant engineering and consulting services for the Galesville
Dam.
15. PUBLIC WORKS – Contract Award (Robb Paul)
Contract award to Laskey-Clifton Corp. for construction of the Reedsport Landfill Leachate Conveyance System. Cost: $1,272,368.
16. PUBLIC WORKS – Contract Assignment (Robb Paul)
Contract Assignment for C.F. Malm Engineers to perform Protection
Relay Testing & Replacement at the Galesville Dam powerhouse under
an existing engineering and consulting services contract. Cost: $42,820.
17. MISCELLANEOUS – Appointment/Reappointments to the Senior Services Advisory Council (Jeanne Wright)
Vacancies exist on the Senior Services Advisory Council due to
resignations and expired terms. The vacancies were advertised with
Douglas County media and four applications were received. The Council
recommends the Appointment of Ellecias (Lee) DeCouteau (Central County)
with a term ending June 30, 2018. In addition they recommend the
Reappointment of Bill Schmidt (Central County), Bill Crenshaw (East
County) and Lia Katz (South County) with terms that will end June 30,
2019.

20. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 29,
2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse,
Roseburg, OR. The meeting is available via Video Conferencing to
Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport,
OR.
Convene as the Governing Body for the Douglas County 4-H, Master Gardener and Extension Service District.
1. BUDGET HEARING – For the Douglas County 4-H, Master Gardener and Extension Service District (John Punches)
The District’s Budget Committee considered and approved a draft
budget on May 17, 2016. Budget details have been on file at the Douglas
County Extension Office. The hearing has been publicly noticed and
provides an opportunity for public input. The proposed budget would
levy a tax of $0.0600 per $1000 assessed value on property within the
District’s boundaries, raising an estimated $450,792 to fund operating
expenses of the District. These are dedicated revenues with the
District’s voter-approved tax rate limit. The actions do not impact the
County’s general fund.
