2. APPROVAL OF THE MINUTES FOR JUNE 7, 2017 AND JUNE 14, 2017

4. PUBLIC HEARING – Douglas County Budget for Fiscal Year 2017-18 (Jessica Hansen)
Public Hearing to discuss the 2017-18 Budget as approved by the
Budget Committee on May 23, 2017. The Financial Summary and notice of
hearing was published June 14, 2017.
5. BUILDING FACILITIES – Douglas County Justice Building Security Remodel (Kevin Potter)
Order to award Contract for Bid #120 to Culver Glass Company. Total bid amount for project $230,728.00.
6. COMMISSIONERS – Grant Agreement (Commissioner Boice)
Amendment No. 1 to Grant Agreement #JR-15-029 between the State of
Oregon, Criminal Justice Commission (CJC) and Douglas County. Allows
for unspent CJC Funds from current biennium to be expended in the
2017-2019 biennium
7. COMMISSIONERS – Intergovernmental Agreement for Library Model (IGA) (Gary Leif)
IGA between Douglas County and the City of Sutherlin for a, “Reading Room Library Model.”
8. COMMISSIONERS – Fiscal Agent Agreement (Commissioner Boice)
Designates CCD Business Development Corporation to receive the
Distribution of Funds from the Department of Revenue to the South
Douglas Enterprise Zone Sponsors. CCD will organize, schedule and
assist with meetings between the Zone Sponsors to identify the correct
distribution of the funds to each sponsor.
9. COUNTY COUNSEL – Order Delegating Authority to the Interim Solid Waste Director (Paul Meyer)
The Board of Commissioners has selected an Interim Director of the
Douglas County Solid Waste Department. The Board of Commissioners also
needs to delegate certain authority to the Interim Director as necessary
for efficient management and operation of the Solid Waste Department.
10. HUMAN RESOURCES – Contract Extension for Third-Party Workers’
Compensation Claim Administrative Services with Corvel Corp. (Michael
Kurtz)
On May 27, 2015, the Board of Commissioners signed an order awarding
the County’s contract for third party workers’ compensation claim
administration services to Corvel Corporation. The original contract
with Corvel was in force from 07/01/15 – 06/30/16. On June 22, 2016,
the Board entered into a first extension of contract for a renewal term
of 07/01/16 – 06/30/17. The Board is asked to extend this contract for a
renewal term to run 07/01/17 through 06/30/18.
11. INFORMATION TECHNOLOGY – Authorization to Purchase (Sean Fallon)
Authorization to purchase equipment for the upgrade of County
network infrastructure from Compunet in the amount of $115,089.74 under
the NASPO ValuePoint Oregon pricing agreement.
12. OSU EXTENSION – Re-Bid for Douglas County OSU Extension Church Annex Remodel (John Punches)
Order to award contract to Zerbach Construction.
13. PLANNING – PUBLIC HEARING – Amendments to the Comprehensive Plan, Ordinance No. 2017-06-01 (Keith Cubic)
Legislative hearing for the Board to consider adoption of the
Legislative Amendments to the Park & Recreation Element of the
Comprehensive Plan. In a public hearing held May18, 2017, the Planning
Commission recommended approval.
14. PUBLIC HEALTH – Third Amendment of Contract No. 29525 (Dr. Dannenhoffer)
Additional funding to Umpqua Community Health Center in the amount of $4,500.00 for Family Planning.
15. PUBLIC HEALTH – Fifth Modification of Contract No. 29674 (Dr. Dannenhoffer)
Additional funding to Douglas Public Health Network for the Public
Health Emergency Preparedness program in the amount of $5,371.00.
16. PUBLIC HEALTH – Eighth Amendment of Contract No. 27702 (Dr. Dannenhoffer)
Additional funding to Umpqua Community Health Center for the school based health center program in the amount of $5,850.00
17. PUBLIC HEALTH – Eighth Amendment of Contract No. 27703 (Dr. Dannenhoffer)
Additional funding to Umpqua Community Health Center for the school
based health center program at Roseburg High School in the amount of
$5,850.00.
18. PUBLIC WORKS – Modification of Contract with the Dyer Partnership, Engineers & Planners, Inc. (Tom Manton
Third modification of contract with The Dyer Partnership to provide
required engineering services related to force main blockage
identification and resolution on the Gardiner Sanitary District
Wastewater System Improvements Project. The payment for these
additional services will be provided by the project’s existing CDBG
fund’s contingency line item.
19. SENIOR SERVICES – Order Awarding Contract (Jeanne Wright)
Order awarding contract for RFP #118 for Older Adult Nutrition
Services. Award to responsive vendor Compass Group USA, Inc. by and
through its Bateman Division.
20. SHERIFF’S OFFICE – Contract for Medical Care Services Between Correct Care Solutions and Douglas County (Sheriff Hanlin)
First amendment for contract services between Correct Care Solutions
and Douglas County for inmate care. This is a 4-year contract renewal
for services through June 30, 2021. This renewal results in a 3%
increase of services for FY17-18 and 2.5% increase each additional year
over the next three years.
21. SHERIFF’S OFFICE – Grant Agreement with U. S. Forest Service – Hydro Funding for FY17 (Sheriff Hanlin)
Grant Agreement between U. S. Forest Service and Dougal’s County for
Fiscal Year 2017, for the North Umpqua hydroelectric project area
patrols.
22. SHERIFF’S OFFICE – Intergovernmental Agreement (IGA) between
City of Roseburg and Douglas County Sheriff’s Office for inmate housing
(Sheriff Hanlin)
13th extension of IGA for inmate housing agreement for the City of Roseburg for FY 17-18.
23. SHERIFF’S OFFICE – Intergovernmental Agreement (IGA) between
City of Sutherlin and Douglas County Sheriff’s Office for inmate housing
(Sheriff Hanlin)
13th extension of IGA for inmate housing agreement for the City of Sutherlin for FY 17-18.
24. TAX – Intergovernmental Agreement with State of Oregon for Printing/Mailing of 2017/18 Tax Statements (Jessica Hansen)
Intergovernmental Agreement (IGA) with State of Oregon Publishing
and Distribution for printing/mailing services for the 2017/18 property
tax statements. The State of Oregon combines services with multiple
public agencies which results in reduced printing and mailing costs.

27. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 28,
2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse,
Roseburg, OR. The meeting is available via Video Conferencing to
Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport,
OR.
