Very briefly the "not self-executing" Declaration
appended to the US Senate's ICCPR ratification
was found to be UNconstitutional in US v. Arizona,
when the Arizona Attorney General  fell silent:

After extensive research arguing both for & against
such "not self-executing" Declarations,
the United States ex rel. now wishes to formalize
its specific intent to advocate outright repeal
of that Declaration as appended to US ICCPR ratification.
