Excellent question!
There is no Act of Congress
which created the "IRS".
Without an Act of Congress,
then "IRS" has no authority to
exist in the first instance.
They are NOT listed in the
organizational structure of
the U.S. Treasury Department,
which can be confirmed by
reading Title 31, United States Code,
from cover to cover (about 2 hours,
depending on your reading speed).
Title 31 is the last word on the
organizational units within the
Treasury Department.
Go to your local law library, and
kindly ask the librarian to direct
you to their copy of Title 31,
United States Code ("U.S.C.").
If you take the time to do this,
you will set yourself way above the
crowd,who prefer to believe what they
are told -- all the time, without
question.
