COME NOW  the People of the United States of America (hereinafter

"Petitioners"),  ex relatione Paul  Andrew Mitchell,  B.A., M.S.,

Citizen of  Arizona state,  expressly not a citizen of the United

States ("federal  citizen"), Federal  Witness, Counselor  at Law,

Private Attorney  General, and  Candidate for  the United  States

House of Representatives (hereinafter "Relator"):

     (a)  to demand  of this  honorable Court  a proper ruling on
          Petitioner's  previously   filed  and  properly  served
          petition for leave to intervene by Right in the instant
          appeal,  a   copy  of  which  is  attached  hereto  and
          incorporated by reference as if set forth fully herein;
          and,

     (b)  to provide  formal Notice to all interested Party(s) of
          same.


                        REMEDY DEMANDED

    Petitioners  hereby demand  a proper  ruling on  Petitioners'

previously filed  and  properly  served  petition  for  leave  to

intervene by  Right in  the instant  appeal, for  the purpose  of

joining the  Appellant as  a separate,  real Party of interest in

all further proceedings in the instant case.
