SUBJECT:  Mail Fraud Reports (PS Form 8165)

Greetings Postmaster General, Postal Inspectors:

The enclosed are transmitted to your official attention, to supplement our prior TRANSMITTAL OF MAIL FRAUD REPORT dated November 7, 2016.

We did receive a Standard Form 61 executed by Nancy J. Marks.  However, it does not appear to comply with the requirements imposed by the Federal statute at 5 U.S.C. 2903 (Authority to administer).  See enclosed for further details.

We also did receive a Standard Form 61 executed by Lois G. Lerner.  However, prior to receiving that SF-61, we were unaware that Lois G. Lerner had previously been hired as an attorney with the Criminal Division, U.S. Department of Justice.

Subsequent to occupying the latter position, Lois G. Lerner was allegedly appointed as Special Assistant to the United States Attorney for the Eastern District of Virginia.

Accordingly, we have now submitted another FOIA request for the SF-61 executed by Lois G. Lerner when she was originally hired by DOJ, and for the second OATH required of a Special Assistant U.S. Attorney by the Federal statutes at 28 U.S.C. 543 and 544.  See also the pertinent holdings in U.S. v. Pignatiello, and all enclosed for further details.

Thank you for your professional consideration in this matter.

Sincerely yours,

/s/ Paul Andrew Mitchell
