Greetings DCA Executive Officers:
Beginning in late August 2001, my
office has been investigating
registered "members" of The State Bar of California in
my capacities
as a Private Attorney General under 18 U.S.C. 1964 (Civil
RICO), and later
as an Agent of the United States as Qui Tam Relator (4
TIMES)
under 31 U.S.C. 3729 et seq. (Federal Civil False Claims
Act).
See, for example, the list of seven
(7) SUBPOENAs issued by
the Federal District Court Clerk in Sacramento in the matter
of Mitchell v. AOL Time Warner, Inc. et al.:

Soon after those 7 attorneys failed
to produce any valid licenses
and any valid certificates of oath, as the sole Plaintiff in
that case
we served The State Bar of California with the
following blanket
SUBPOENA IN A CIVIL CASE:

No licenses to practice
law, and no certificates of oath,
were
transmitted to the Clerk of the U.S. Supreme Court,

This is still true, even
today!
We hereby formally complain that the
FRONT SIDE ONLY
of one (1) required license has been disclosed, and
the BACK SIDE ONLY of one (1) other certificate of oath
has been disclosed to date. Electronic copies of those

As such, we further complain that The
State Bar of California
are now IN CONTEMPT of the above
blanket SUBPOENA IN A CIVIL CASE; and,
as such, given the passage of so much time after it was duly
served
via Registered U.S. Mail, their CONTEMPT
of said SUBPOENA IN A CIVIL CASE
has resulted in activating estoppel against The State Bar of
California
and against all of its 253,306 reportedly living
"members".
Such silence can be equated with
fraud: U.S. v. Tweel; and,
such silence also activates estoppel: Carmine v. Bowen.

Thank you for your careful and
professional consideration of this
FORMAL
COMPLAINT.
Please also appreciate my sincere
desire to reach a fair and reasonable
resolution of this matter, without requiring extensive and expensive
Court
litigation. For example, it may be that the Office of
President Trump
may consent to supervise settlement negotiations, after
delegation to the
United States Attorney General as
soon as the latter is duly confirmed
by the United States Senate. The United States Secretary of the Treasury
may also wish to join settlement negotiations, in light of the
principal
amounts now showing as payable to the Treasury of the United States
in these PAST DUE INVOICEs:
