Greetings Pres. Ana Mari Cauce:

Please accept my sincere compliments and congratulations on your recent appointment to the important office of University President.

I am writing this REQUEST in part to authorize the Trustees of my private estate to initiate good faith settlement negotiations with UW, and with all affected UW personnel who are not covered by UW’s general liability insurance policies.

In order to minimize paperwork that should otherwise be attached to this REQUEST, my pending University of Washington Claim Form, dated 3/28/2015, is readily accessible on the Internet here:

Kindly focus your particular attention on the facts now implicating all of the following: the UW Registrar, two Computer Science Faculty, one Computer Science graduate advisor, the Faculty Senate, and the Board of Regents. Also, Lt. Douglas B. Schulz is a veteran of the UW Campus Police, and a key witness to the false and defamatory claim that there was “open police action” involving me when I applied for admission to UW’s Summer 2012 sessions.

In addition to the obvious defamation, the documentary record now extant at UW’s Office of Risk Management contains evidence including but not limited to unlawful discrimination, mail fraud, wire fraud, bank fraud, witness retaliation, tortious interference with my lawful business and educational plans and with ongoing patent research, obstruction of access to higher education, deprivation of fundamental Rights, conspiracy to violate civil rights, violation of UW’s stated policies re: encouraging diversity, and probable elder abuse.

Furthermore, the attached FERPA Requests dated August 27, 2015 and October 31, 2013 are now PAST DUE; and, the attached DEMAND FOR PROOF OF INSURANCE AND FOR PROOF OF COMPLIANCE with all applicable University Complaint Investigation and Resolution Office (“UCIRO”) regulations and procedures is also PAST DUE. The fraudulent “hold” on my Summer 2012 Application was never lifted by former President Young!

Although I now have extensive experience with litigation in Federal and State courts, spanning almost 25 years in duration, further retaliation and vicious reprisals by rogue Federal agents during 2014 have rendered me almost totally destitute, were it not for the steady support and assistance I continue to receive from the two (2) Trustees of my private estate (identified below).

Sadly, that experience now causes me to suspect that many courts continue to manifest demonstrable bias and prejudice against litigants who proceed In Propria Persona and In Forma Pauperis. Obviously, forced poverty makes it almost totally impossible for me to retain licensed counsel who require large up-front retainers.

For these reasons, and for many other reasons which I do not discuss in this REQUEST, I think it most prudent for all concerned that my multiple claims against UW, against its past and present faculty, and against all affected staff and administrators, really deserve to be settled honorably, equitably and without any further delay(s).

This matter has dragged on far too long, and the sheer duration of those delays, now spanning several years at least since June 2009 A.D., constitutes a separate tort all by itself, due chiefly to the dynamic nature of the market for new computer storage technologies: windows of opportunity do open and close with predictable regularity.

Accordingly, please honor this sincere REQUEST by promptly contacting the current Trustees of the Estate of Paul Andrew Mitchell, B.A., M.S., as follows:
