Yes.
It is the capitalization, and conformity
to the U.S. Constitution, which identifies
state Citizens. Remember:
"Citizen of ONE OF the States United"
That is the proper construction of the
Qualifications Clauses, the Diversity Clause,
and the Privileges and Immunities Clause,
1:2:2, 1:3:3, 2:1:5, 3:2:1, and 4:2:1,
respectively. These terms cannot change,
without constitutional amendment, and
none of these Clauses has ever been
amended.
