Imho another question that arises is that of citizenship.
Is a citizen of the United States the same as a
United States citizen? This go-around has similar
applications in the naming of courts and other entities.

However it seems that the United States citizen
aka U.S. citizen who may be living abroad in the
United States of America, unless the presumption
of UdotSdot citizenship can be shed, could change
his address of record, file a 2555, take a $70k blanket
deduction, which might just be enough for most.

Perhaps a letter to the Philadelphia foreign office
could explain.

The Voter registration appears to be the primary
contract, and application for priviledge that imparts
U.S. citizenship, without getting into the obvious
of being born in the territory.

The Voter registration might also be construed to be
an act of expatriation from the dominion that is
abandoned.
