On the reverse side of the passport application
the process of identification needed for a non-registered
individual is alluded to. This includes notations in
family Bibles, baptismal records, affidavits of others
eic. All in all, non-state issued modes of identification.

The BIRTH CERTIFICATE crowd, will have a different
status. The certificate identifies an entity, and according
to rumour the certificate is collateralized against the national debt.

It also appears that any parent could, file for record in a timely
fashion, a hospital Birth Certificate, affidavits of persons present,
affidavits of others which have beheld the baby within a short time.
If this is done timely, these records might gain the cloak of officialdom
without being state originated.

Calling up this documents, as requests for certified records, would then
yield identification with respect to the natural person.

The nature of the 'well' care that is contracted for with the hospital,
if that is where the birth takes place, could also be investigated and
verified. The hospital may be an agent of the state, under a contract of delivery,
executed voluntarily by the parents, without explicitely having specified the
recipient of the delivery to be themselves. But then why would anyone normally
contract for delivery from oneself to oneself?
