Well dick, we might suggest that you don't pursue a 42 USC 1983 without going through the gate at 42 USC 1986. 1986 has to do with knowledge of the Law and failure to act to prevent or mitigate [damages].
Every judge and attorney has a constitutional Oath of Office, or has no Office (unemployed).
Check ou the material put out by one David Miller. In fact, he has a Seminar at San Diego this weekend, on Saturday, that addreses the subject matter you're referring to quite thoroughly.
