COMES NOW Paul Andrew Mitchell, Plaintiff in the above entitled case, Citizen of California, Private Attorney General and Federal Witness, to file this document: his SECOND SUPPLEMENT TO MOTION TO BAR REMOVAL.

In support of his MOTION TO BAR REMOVAL as previously filed with this Court, Plaintiff hereby incorporates Attachments “A” and “B” by reference, as if set forth fully here.

Attachment “A” is Plaintiff’s PETITION FOR WRIT OF CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE NINTH CIRCUIT, as served via first class U.S. Mail on May 27, 2003 A.D.  Plaintiff is presently assembling the filing fees and multiple copies to be filed with the Clerk of the U.S. Supreme Court during the month of June 2003 A.D.

Attachment “B” is Plaintiff’s NOTICE OF INTENT TO PETITION U.S. SUPREME COURT FOR WRIT OF CERTIORARI TO THE NINTH CIRCUIT, dated May 27, 2003 A.D., with a form for ordering printed hard copies of said PETITION.  Plaintiff has adopted this approach to conserve clerical expenses, due to the large amounts of printing and postage that would be required to serve separate hard copies on all named Defendants.
